university of colorado detailing his plans. dan harris joins us from aurora this morning. good morning to you, dan. >> reporter: josh, good morning to you. tin vest gags into the lethal plot, aleblgedly hatched in the apartment building right behind me is heating up with the startling new discovery. overnight, while the windows were fixed up and people were allowed back in to place formerly rigged with booby traps, behind the scenes, investigators were reading through a notebook, allegedly written by holmes, that was mailed to the university of colorado. the notebook mailed to a psychiatrist at the university and it contains, quote full details about how he was going to kill people. drawings of what he was going to do in it. drawings and illustrations of the massacre. >> they're going to start going through it, looking for preplanning, motivation,

purchase of weapons. >> reporter: one of the sources that spoke to fox indicated that the package arrived on campus july 12th, a week before the massacre, but wasn't found until a search of the mailroom after the shooting. campus officials say the package was delivered by the post office on the same day it was found. they refused to say if he was seeing a psychiatrist. >> to the best of our knowledge, we did everything we think we should have done. >> reporter: on a brighter note, three of the hospitals treating the wounded have agreed to reduce or eliminate their medical bills. many of the victims are young and uninsured. >> a touch of good news there. some frightening moments in arkansas, an entire town was evacuated west of little rock because of a fast-moving

that. outside we go for a live look. and we're starting to get jammed. westbound on 695. charlie? and mike there's a sinkhole on monument street. for commuters it's going to cause problems this morning. it's the latest example causing damage to city streets. it opened up wednesday afternoon over a storm drain tunnel that carries water to the inner harbor. that drain dates back to the 1930s. well, a man is supposed to be in jail was accidentally released. john planters was being held on assault charges and was mistakenly let out monday. police are now looking into what may have happened. we'll have more for you on this at abc2news.com. let's go back to new york now for more of "good morning america."

what happens now? >> i would expect she'll get it back. it will be a short proceeding. her attorney will petition the court. there's nothing to indicate at the she's done anything wrong here. >> even a judge said in his ruling, she did nothing wrong. that he was -- because he was citing acts by third parties. >> which makes this all so incredibly bizarre. pause you've got katherine saying, look, i don't know what this is all about. this is all a misunderstanding. the authorities have been to the house twice in the last week. you have a court ruling that by the actions of third parties, she was prevented as serving as forward yan. you have her grandson saying she's slurring words. we don't know what takt exactly is going on here. let's not assume the legal system has gone nuts. remember, number one concern is protect the kids.

good morning. it's thursday. we're seeing some clouds pushing in here. all this is courtesy of this storm complex that's diving down now into western maryland. it's moving in across the area with clouds. temperatures could be held down a bit for today. the possibility of maybe a rumble of thunder this afternoon. right now in urbana a beautiful sunrise with the clouds on the move. that will be the continuing story as we go into the afternoon. moisture is also the story, because the dew point is really escalating. it's 68. 70 in easton. it will be oppressive today again. right now temperature is 76 in baltimore, 80 in easton, 72 in york. the possibility for some showers and storms maybe by this afternoon. we'll do it all over again tomorrow. 99 is the forecast for today.

with the clouds bet on that 99 being a little lower. let's check the traffic now. good morning. we do have a disabled vehicle heading into the harbor tunnel. that's knocking out the left lanes. be aware of that. a lot of congestion heading from 895 into the tunnel. we do find an incident on brooks robinson drive. left lane blocked on 95 clockwise between exit 18 and park heights avenue around exit 21. a lot of congestion on 695. speeds are about showing a 31 minute trip heading toward the inner loop nearing exit 32. still issues downtown due to the water main break and the sewer break. we'll see you tonight at 5:00.
